Project Overview
The Hyderabad Electric Supply Company (HESCO) is a public electricity distribution company serving residential, commercial, and agricultural consumers across the Hyderabad division in Sindh, Pakistan. To support the Privatization Commission of Pakistan’s utility restructuring and privatization goals, an independent technical evaluation of HESCO’s assets was commissioned.
The HESCO grid suffers from high technical and commercial distribution losses, localized transformer overloading, and aging distribution lines. Developing an accurate technical baseline was essential to help prospective private investors quantify future rehabilitation capital requirements and structure transaction terms.
Project Specifications
- Infrastructure Scope: Encompasses thousands of kilometers of high-tension (HT) and low-tension (LT) distribution lines, regional grid substations, and local distribution transformers.
- Geographical Coverage: Spans the Hyderabad division and associated districts in Sindh, Pakistan.
- Client and Purpose: Commissioned by the Privatization Commission of Pakistan to support the utility’s structural reform and privatization program.
- Privatization Phase: Placed under Phase-II of the national DISCO privatization program, aligning with the commercial and technical restructuring of regional networks.

- Executed utility-level technical due diligence on the HESCO power distribution network for the Privatization Commission of Pakistan.
- Performed comprehensive physical audits of regional distribution grid assets, transformers, and switchgear.

- Measured and assessed baseline technical and commercial transmission and distribution (T&D) losses to support the privatization risk assessment and transaction advisory process.
