Project Overview
The TP-1000 Project is K-Electric’s strategic transmission expansion program aimed at strengthening Karachi’s high-voltage transmission network and increasing power transfer capability across the utility grid. The program includes approximately 160 km of new 220kV and 132kV transmission infrastructure comprising both overhead transmission lines and underground cable systems, together with associated grid interconnections.
The project was developed to enhance transmission network reliability, improve power evacuation capability, and support future load growth through expansion of the city’s extra-high-voltage network.
OMS provided technical due diligence, engineering design review, feasibility support, and independent engineering consultancy throughout the design development process, ensuring compliance with Owner’s Requirements, applicable standards, and contractual specifications while supporting project implementation and lender requirements.
Project Specifications
- Project Capacity: Designed to add 1,000 MVA of transmission capacity to the K-Electric grid network, enabling the secure evacuation of an additional 800 MW of electrical power.
- Financial Scope: Estimated overall capital expenditure (CAPEX) valued between USD 450 million and USD 460 million.
- Physical Volume: Installation of approximately 160 kilometers of new 220kV and 132kV overhead and underground transmission lines.
- Grid Stations Scope: Encompasses the construction of multiple new high-voltage GIS substations (including Port Qasim and Surjani Town) and the rehabilitation of 21 existing grid stations.
- Industrial Consortium: Executed in collaboration with engineering partners Siemens (Germany/Pakistan) and Shanghai Electric (China).
OMS Scope of Services
- Engineering Design Review
- Performed independent engineering design review for the complete scope of transmission infrastructure, including grid stations, transmission lines, underground cable systems, SCADA, telecommunications, and associated civil, electrical, and mechanical works.
- Reviewed contractor engineering submissions to verify compliance with Owner’s Requirements, contractual specifications, applicable engineering standards, and technical design criteria.
- Evaluated design calculations, equipment selections, manufacturing drawings, and engineering documentation, recommending technical improvements where required prior to construction approval.
- Engineering Documentation & Technical Assurance
- Reviewed Document Control Registers (DCR), design submittals, Inspection and Testing Plans (ITPs), factory acceptance documentation, and manufacturing records for completeness and compliance.
- Verified engineering deliverables covering procurement, manufacturing, factory acceptance testing, equipment delivery, installation readiness, testing, commissioning, and energization activities.
- Participated in technical clarification meetings and provided independent engineering recommendations to support timely design approvals and project implementation.
- Project Monitoring & Commercial Support
- Reviewed contractor procurement schedules to identify missing activities and ensure alignment with the Owner’s Contract requirements.
- Verified contractor invoices against actual project progress and contractual milestones, supporting payment certification for K-Electric and project lenders.
- Prepared periodic engineering progress reports, Earned Value Management reports, and assessments of project delays, cost overruns, and implementation risks to facilitate informed project governance and lender oversight.
