Project Overview

The Koto Hydropower Project is a 40.8 MW run-of-river renewable energy facility developed by the Pakhtunkhwa Energy Development Organization (PEDO) on the Usheri River in Khyber Pakhtunkhwa (KPK). Built to leverage the region’s hydrological resources, the plant generates low-cost, clean electricity with minimal environmental impact.

 

The power is evacuated directly to the national grid to improve regional grid stability and displace expensive fossil-fuel generation. To ensure successful project completion, the provincial government appointed an Independent Engineer to oversee design compliance, monitor construction quality, and witness commissioning.

 

Project Specifications

  • Plant Capacity: 40.8 MW run-of-river hydel power facility.
  • Project Capital Cost: Estimated capital investment of PKR 21.7 billion.
  • Expected Power Output: Designed to generate approximately 207 million kWh (units) of clean electricity annually.
  • Expected Provincial Revenue: Estimated to contribute PKR 2.4 billion in annual revenue to the KPK government.
  • Project Location: Usheri River (a tributary of the Dir River) near Timergara, District Dir Lower, Khyber Pakhtunkhwa (KPK), Pakistan.

OMS Scope of Services

  • Appointed as the Independent Engineer (IE) for the 40.8 MW Koto Hydropower Project.
  • Provided independent technical advisory and conducted routine construction progress monitoring.
  • Performed comprehensive quality assurance reviews and detailed design compliance audits of civil, hydraulic, and electrical works.
  • Oversaw and witnessed testing and commissioning activities of the hydro-turbines and generators to ensure alignment with international standards.
