Project Overview
The Bin Qasim Power Station III (BQPS-III) is K-Electric’s modern, high-efficiency combined-cycle power plant located at the Bin Qasim thermal complex near Karachi, Sindh. Built using advanced combined-cycle turbine technology, the dual-fuel facility operates on primary Regasified Liquefied Natural Gas (RLNG) and backup High-Speed Diesel Oil (HSDO).
To comply with NEPRA tariff regulations and verify the EPC contractor’s technical guarantees, BQPS-III underwent third-party performance and heat rate testing. This independent verification is technically critical to establish net electrical output and heat rate, and ensure ASME PTC-46 and regulatory tariff compliance.
Project Specifications
- Installed Capacity: 900 MW Combined-Cycle Power Plant (CCPP).
- OEM Technology: Engineered utilizing high-efficiency gas and steam turbine combined-cycle technology from Siemens AG and Harbin Electric.
- Fuel Integration: Configured with dual-fuel capability, utilizing primary RLNG fuel and backup HSDO fuel to ensure continuous generation.
- Grid Contribution: Adds approximately 48% to K-Electric’s own generation capability, helping narrow the regional demand-supply gap.

- Independent Regulatory Performance Verification
- Appointed as the Independent Engineer (IE) to conduct official heat rate and capacity testing for regulatory compliance.
- Delivered independent performance verification in accordance with NEPRA-approved requirements and internationally recognized engineering standards.
