Project Overview

The K-Electric Askari-VI 132/11kV Grid and Transmission Line project is a grid reinforcement initiative in Karachi, Sindh, Pakistan. Designed to support growing industrial and residential loads, the project involves constructing a new Gas-Insulated Substation (GIS) at Askari-VI.   It also includes high-voltage line bay extensions at KDA and Memongoth, LILO configurations, and the structural rehabilitation of existing transmission lines. Upgrading these circuits increases conductor current-carrying capacity, minimizes high-temperature line sag, and improves mechanical reliability under peak operating conditions.

Project Specifications

  • Substation Rating: New 132/11kV Askari-VI Gas-Insulated Substation (GIS) grid station.
  • Interconnection Scope: Encompasses line bay extensions at KDA and Memongoth substations, transmission line LILO works, and transmission circuit rehabilitation.
  • Physical Infrastructure: Electrical layout designed to support local residential grids, including a 630 KVA kiosk and multiple sub-stations within Army Housing Askari VI.
  • Safety & Quality Management: Project subject to formal Environment, Health, Safety, and Quality (EHSQ) risk assessments and EHS training programs.

OMS Scope of Services

  1. Engineering Design Review & Technical Assurance
    • Provided independent engineering consultancy for the complete 132/11kV Askari-VI GIS Grid Station, associated 132kV line bay extensions at KDA and Memongoth, LILO arrangements, and transmission line rehabilitation works.
    • Performed comprehensive reviews of detailed engineering deliverables, including electrical layouts, primary equipment arrangements, protection and control philosophies, single-line diagrams, and interface engineering to ensure compliance with K-Electric specifications and international engineering standards.
    • Evaluated transmission line engineering, including routing, conductor selection, sag-tension calculations, tower modifications, and structural rehabilitation methodologies to enhance system reliability and operational performance.
  2. Construction Supervision & Quality Management
    • Monitored construction activities to verify compliance with approved engineering designs, technical specifications, quality standards, and project execution schedules.
    • Witnessed installation activities for GIS equipment, transmission line modifications, civil works, and associated electrical infrastructure, while identifying engineering issues and recommending timely corrective actions.
    • Reviewed contractor documentation, method statements, inspection records, testing procedures, and construction progress to support successful project delivery.
  3. Testing, Commissioning & System Integration
    • Reviewed factory and site testing procedures for primary and secondary systems, ensuring readiness for energization and integration with the existing transmission network.
    • Verified protection coordination, control logic implementation, SCADA interfaces, and commissioning documentation to facilitate safe and reliable system operation.
    • Provided technical support during pre-commissioning, commissioning, and energization activities, ensuring compliance with utility operational requirements.
  4. Project Coordination & Technical Governance
    • Coordinated with K-Electric, EPC contractors, design consultants, and project stakeholders to resolve multidisciplinary engineering issues throughout the project lifecycle.
    • Conducted technical evaluations, engineering meetings, and design clarifications to ensure timely decision-making and effective interface management across multiple work fronts.
    • Supported project management through engineering progress reviews, risk identification, technical reporting, and implementation of quality, safety, and environmental requirements, contributing to the successful execution of a strategically important transmission infrastructure project.
