Project Overview

The Artistic Energy Wind Project is a 49.3 MW utility-scale onshore wind power generation asset located in the Jhimpir wind corridor, District Thatta, Sindh, Pakistan. Developed by Artistic Energy (Private) Limited, a wholly owned subsidiary of the prominent textile exporter Artistic Milliners (Private) Limited, the wind farm achieved its Commercial Operation Date (COD) on March 16, 2018. The facility is equipped with 29 General Electric (GE) 1.7-103 wind turbine generators, each featuring a nameplate capacity of 1.7 MW and a 103-meter rotor diameter. The project was constructed under a structured engineering, procurement, and construction (EPC) framework, with General Electric subsequently managing long-term operations and maintenance (O&M) services. All electricity generated by the facility is evacuated to the national grid under a long-term 20-year Energy Purchase Agreement (EPA) with the Central Power Purchasing Agency (CPPA-G). The project represents a highly reliable clean energy asset that supports the diversification of Pakistan’s energy mix and reduces reliance on imported fossil fuels.

 

OMS Scope of Services

 

OMS (Private) Limited serves as the designated Lender’s Technical Adviser (LTA) and Financier’s Technical Adviser (FTA) for senior lenders, including Bank Al Habib Limited and Meezan Bank Limited. To provide clear technical oversight, the scope of advisory services is divided into three key categories:

 

  • Operations & Maintenance (O&M) and Performance Monitoring: OMS conducts periodic reviews of the project’s annual operating budgets, compares actual operational expenditures against forecasts, and evaluates the overall adequacy of the operator’s O&M and spare parts inventory strategy. This scope includes monitoring time-based and production-based plant availability, evaluating WTG power curve performance, auditing warehouse storage conditions, and assessing capital component replacement intervals.
  • Contractual & Regulatory Compliance Auditing: The technical adviser is responsible for verifying compliance with key project agreements and covenants. This involves auditing adherence to technical covenants stipulated in the senior loan agreements, reviewing forecasting and billing procedures under the Energy Purchase Agreement (EPA)—such as verifying Non-Project Missed Volume (NPMV) calculations—and monitoring compliance with environmental guidelines and NOCs issued by the Sindh Environmental Protection Agency (SEPA).
  • On-Site Technical Inspections & Reporting: OMS performs regular physical site audits to inspect the physical condition of the generation assets, civil works, and electrical Balance of Plant (BOP) systems. These inspections focus on evaluating the O&M contractor’s on-site staffing levels and technical capabilities, auditing active Health, Safety, and Environment (HSE) practices (including Lock-Out Tag-Out protocols), and delivering detailed technical reports to the senior financiers to outline operational findings categorized by technical severity.
